Clean and efficient, no frills.
Delgado st is a bit crappy and old. However the SM Delgado Mall is just up the street with enough other eating options also nearby (Jolibee, McD, local chicken place etc). Staff are friendly. Checkin easy.
The room has only a couple of glasses and some soap/shampoo. Nothing else. TV signal a bit weak. Took a number of attempts to connect to the wifi but it worked ok after that. Didn't try the breakfast.

What was the highlight of Madison Hotel PHL
Great value for money PLUS very soft beds
The location was great. SM Delgado was just a 3-minute walk away from the hotel. The staff are super nice and accommodating too. We arrived hours earlier than the check-in time during the first leg of our stay (April 6). We arrived at 6 AM, but they allowed us to check in early for a fee. The fee is half of the rate of the room. So, we only checked-in in one room to drop off our bags. The usual check-in was at 2 pm, but my family was able to get the rest of our rooms at around 11:30 AM. Very grateful for that. The beds were also SUPER COMFORTABLE. They were soft and had thick duvets.
We stayed during Holy Week, so the cafe wasn't open. The hotel lobby felt a bit like a ghost town, to be honest. I also don't know if they have room service, although I was able to ask for some service water to get taken up to the room. Floor towels/cleaners would've also been nice for us to be able to keep the bathroom clean.

The staffs we're accommodating and nice. The room is clean and the bed was comfy. The bathroom has a good space with bidet. Overall good room with good price.
